nwey,anyone realize that at the beginning of Scar theres this girl like an operator i think,saying something like "the number you have dial is not in service..." and then i hear also in french the same line,wonder why?

at first i thought something wrong when i got this song,but then i can hear it when she sang it at PCDL 0809,any meaning of it?
