Hmm I just looked at the whole picture again, and the headline actually reads,
"Top 20 out of Japan's 100 celebrities based on Public Image Satisfaction" So just like what Maxker has found out, this is more of a public image thing; I guess more of how the celebrities present themselves in front of the media, etc, and not exactly how popular they are. ^^
