I think it's so people who mostly just buy singles don't get doubles of too many versions of the song. Like I said before, the BEST collections are more directed towards casual fans, and most casual fans just occasionally buy the singles that they like, not albums really. So the BEST collection doesn't use the single version, cuz it's more likely that the casual fans will already have it.
