^ ye maybe she just keeps this particular facial expression as she knows not only does she looks hot and cool but also this image of her is a great angle of her and thus will sell?
I think overall namie has beautiful facial features especially if she is 1/4 Italian

Namie had to win first place or else it would look odd and feel odd.
I think in other polls held in japan, it stated that Namie was an inspiration to young teenagers in fashion and wikipedia even said something about Namie being a fashion leader so Namie obviously totally deserved it!
and yes top3 places looks perfect.
