Well, I know several other Asian artistes who also end up calling their East Asia Tours as World Tours. It's rather stupid but it helps boost popularity.

well someone said that asian stars do a world tour (just asia and some parts of the US) but what about Dir en Grey and L'arc en Ciel they also do world tours and stop in europe, well I think comparing them with ayu is another thing

So.. in Germany, you only can buy some Trance-CD's from her. But, Avex don't gave the right wo release her "normal" Version Songs. So... why she should do a Concert in a Country, where you can not buy her Songs?
I think she will not come to europe, because she is not as well known here as in Asian Countries. There where not enought people who would come to the concert. Sure.. .here are very much Fans.. but.. enough for a Concert?
If she will come to germany, I wanna go there. Maybee.. in Germany she would come to Duesseldorf.. because in Duesseldorf are a lot of Japanese people are living. It would more sense.. because than maybee it worth it.

In my opinion, whoever made that up is probably daydreaming way too much. ayu is widely known in Asia (specially East and South-East Asia), so an Asia tour was/is/would be reasonable. But she herself said that she wants to focus on Japan now.
I read that Gackt held a concert in Las Vegas, limited for fanclub members. I don't know if those were only plans or if it really took place, but I could imagine ayu doing something like that as well. But touring?
Even though ayu has fans all around the world, I don't think it can be compared to her fandom in Asia.
