Like is she actually married or did they just file an intent to marry? How does it work in the US?

It's officially married :)
when couple register a wedding, that means they are officially married, just that their wedding party can be chosen to be held whenever they want~

In America, if you sign a register, you are married. You HAVE to do it in order to be legally married.
Las Vegas is like the easiest place in the world to do this, especially if you're not American. Two of my English friends got married in Vegas, and very recently my friend married her Belgian boyfriend in Vegas. There are just very lax marriage laws in Nevada so anyone can get married immediately.
So yes, THEY ARE MARRIED.

haha what a qns.. does it matter? even if there is a difference between "married" and "registered to be married", the latter will lead to the former eventually. so happy for the both of them!!!!!!!!!!!!

And who cares if he's not japanese? The problem is that it is so rushed: They are still at that phase of being madly in love with each other. But this kind of love only lasts a few months and then the "normal" relationship starts - then you'll find out if the partner is for life. But each to their own. If she wants it that way, so be it. Maybe it'll be for life, maybe not, it's her life and her decision.
