to my knowledge it IS from a childrens TV series, though i'm not sure which one. I remember on the Dyna Carnival concert dvd she performed songs from Doraemon, Powerpuff Girls and another show. That was one of the songs, and i think it was from th other show lol.

The file's got the song title and the album it's from labelled on it.

It's "超級小黑咪" Super Little Black Cat (or 'Cyborg Kuro-chan' officially). It's done for a children's anime, which I assume is also titled "Cyborg Kuro-chan" and first included on the 'In the party' album alone with other children's songs on a bonus disc.
