I think what happened was the sales they're talking about was from Jan 3 to Jan 10 or something else. Dunno.

Then why is it called "Global Chart"? :yconfused

Well yeah, the Japan numbers are from Oricon. But I think it's Japan, USA, and UK combined. I doubt The Strokes would have been #2 in Japan.

Good question. Probably it's because it's easier to get the info for Oricon than collect the wordlwide sales for Japanese artists.
