Looks like she's wearing some type of oriental dress, but it's kinda hard to tell.

It doesn't seem like the CM will feature Who... (10th Anniversary Ver.), judging by the theme of the ad (wtf teacups?).. but you never know. It's probably a new upbeat song though.

Unless they will use a new song while not promoting any present release.

^They did that several times already. For example, "ANGEL'S SONG" was featured in a Panasonic CM before the release of "No way to say" single. So it was quite some time before the release of "Memorial address".
