Except there are a million different directions she could've gone -- why is everyone acting as if the only two options are this, or a beach?

And see, if the PV would've gone in this sort of direction, it'd be better. Much better. People aren't complaining because it's not a "beach PV". They're complaining because the way in which the scenes were put together was poor. Yes, we knew the storyline ahead of time, but with good directing and some tweaking of the storyline's placement, it would've been very fitting for the song.
"glitter" did not have to be set to a beach PV to have a fitting video.
