what's there not to understand in this sentence?
it means she's standing near (probablly behind) the person she loves,staring, being dazzeled and thinking really hard; and "when the wind changes, shall i tell my feelings?" means when something happenes, or when the time for it comes, shall she confess her feelings to that person.
i had no problems with the translation, i understand what she is saying. but then again i don't know japanese, so maybe that's what's confusing you...
anyways, i can't wait to hear the full song and see the PV!!!!!!!
