YES! Simply you have to put a random city of the list...
they don't ask you your address or phone numebr to know you are from japanese... it's even no necesary to know the city you have put, but I've made a list of the principals japanese cities written in kanji, so if you want you can identify the city in this loooong list hey give you! If they chose your question they will say your nick and city.. maybe it's better if you know which city have you put..

And about the lenguage... you can be perfectly a foreigner student who now is living in japan... right?
