It probably has more to do with copyrights than anything. Despite being illegal, those people still sell those photos taken at the concert..
[And also, the images usually end up in a book/pamphlet you have to pay for at the next concert..]

You can't take photos of anyone famous in Japan, and if you try the staff yell at you. I took photos of Yaida Hitomi when she came to my university and got yelled at. I wanted to take a photo of Lee Soo Young when she came to Tower Records in Osaka, but got yelled at too which was very unfair considering they took photos of us and put them on her DVD T_T
