Reserving an entire floor (or even wing) of a building is not unheard of these days. With the paparazzi and fans being so zealous, many celebrities around the world take those precautions just so they can have their alone time. Dunno how she treats the rest of the crew but I highly doubt the bulk of them are on that floor (particularly since she has hundreds of concert staff on the trip).
