I believe that the number of seats per row is determined by the venue in which the concert is taking place.
Just for an example, here's a random ticket (for the Yokohama show) link I took from YAJ: http://page11.auctions.yahoo.co.jp/jp/auction/n59984623 On the ticket it says: Block F, Arena, Row F, (seat) number 7
