When a girl has little to no self-confidence, make-up can let her see that she can be beautiful. And when she knows that, she'll put effort into herself (better skincare, eating healthy, being more ladylike etc) so she will look better. Then there will come one day when she realizes that she has indeed become more beautiful. Make-up can change lives, not forever, but by kick-starting the process. I think that's what ayu's trying to bring across.
That said, we have to understand that Japan is a country where it's actually considered rude to leave the house without some basic foundation on, so make-up's more important for them than us.
