They invited Lady Gaga because of her support after the earth quake. Of course nothing is 100% confirmed yet, but there's a high possibility of her showing up because I believe there was an article a few weeks back with her expressing her wanting to go.

Plus, her album sold very well in Japan, which makes she got another reason why she's invited to this prestigious show. As long as you've got the popularity and you've got the sales and/or are part of the theme of Kouhaku, then yes, you can be there.
