As far as I know you have to ask for permission the one who ownes the copyright of the song you want to release a cover from. If I'm not wrong the GEMA deals with the right of use (therefore of the using of a song on a music event) and takes money for it but if you want to record and release a cover of a song you have to deal with the copyright and therefore most of the time with the artists' label.
