I doubt the album won't be out for awhile. The tour starts soon, and she will certainly be performing tracks from MIJ then. It doesn't make any sense to tour an entire record BEFORE it's released.

I would translate it like that:

Don't hesitate, go ahead if you want to finish me off (not sure about that one).
Don't laugh/smile with your cold eyes. You are not good at lying you know.
