I just changed my signature earlier on with no issues
If I want to change my avater , I always use Option 2 - Upload Image From Your Computer as Option 1 - Enter the URL to the Image on Another Website never works for me Signature wise , maybe you can use tinypic , photobucket or imgbb to upload the image you want . It seems odd you're unable to change either your avater and/or signature as myself & others don't have any problems
