Given the context you mentioned, I think otherwise: these numbers are good. This release is literally for collectioners, not even her regular fans are willing to pay again to have the concert and still sold 7k copies, even with the declining of physical sales overall. She could literally sell a few hundred copies and that's all, but she didn't.
