Easier to manage and other reasons, and the reason why local version of yahoo requires different ID account is so that you can have more choices for your ID. Or they will have to force people to came up with more different usernames.

User name is the not the main reasons i think, or seller will use JapanID but will still sell overseas... Everything is really cheap on yahoo japan auction, sometime i find something at 1000 yen, the same thing is about 20$ on ebay or 40 SGD on yahoo auction singapore (without shipping cost).

It will be much better for japanese sellers to sell their marchandise overseas, cause american or european ppl spend much money for some "rare" or "exclusive" japanese things
