I think they're blurring out people who didn't sign model releases. If they don't get those from everyone featured in a magazine, background or not, they can get sued... at least in America. And maybe the set up guys simply did not want to be in the mag.
Also, the thing the guy is standing on may have a logo on it that did not ViVi did not have the rights to display in their mag. Like, a sponsor or weird stand provider, or something. That's USUALLY why anything blurred out. It's really silly to think they would feature ANYTHING in a magazine as popular as ViVi that they wanted to keep secret.
