How to obtain Promo CDs?

Does anyone know any good places to buy Promo CDs, either American or JPOP ones? I know stores aren't supposed to sell them, but some do anyway. Besides eBay and Yahoo Auctions Japan, the only place I really know of is GEMM for the odd US promo. Specifically, I'm on the lookout for the promo CDs for Utada's "Devil Inside" and "Exodus '04" (which just came out this month). I already have the "Easy Breezy" promo, and there's a few more up on GEMM right now.

Any help would be appreciated. Thanks!
