theme of a-nation 03 instrument

what is the instrument that plays right before the first verse of theme for a-nation 03? it sounds like a flute-like instrument and i was wondering what its called cuz i'd like to buy one


and also does anyone have a translation for the song?

But here the translation:

sounds like some traditional chinese instruments (or japanese? aisan?) to me~

The arrangement also calls for koto and japanese drums, but the flute instrument is a shakuhachi.
