Untaggable mp3? o_O

I recently downloaded ONE PIECE SUPER BEST album from iijpop.com, and I noticed that whenever I changed the ID3 Tags on iTunes, they will revert back to their previous state. I can't even attach the album cover.

Is there anyone who is having the same problem? With other music maybe? And is there any solution to this?
